Following recent media reports about a bill currently before the Osun State House of Assembly under the capable leadership of Rt. Hon. Adewale Egbedun which seeks to regulate public skating, some sections of the public have reacted with criticism. The proposed legislation recommends a penalty of 6months imprisonment or a fine of ₦250,000 for those engaging in public skating. Unfortunately, much of the backlash seems rooted either in a misunderstanding of the bill's intent or in deliberate misrepresentation by those choosing to ignore the facts.
To set the record straight, the bill does not seek to ban skating outrightly. Rather, it aims to prohibit public skating, particularly on highways and busy roads due to the dangers it poses to both the skaters and the general public.
In many parts of the state, it is common to see skaters clinging to moving vehicles, buses, motorcycles, or commercial tricycles (Keke NAPEP). These acts are extremely risky. When vehicles speed up unexpectedly, skaters often lose control, leading to accidents. Tragically, in such instances, drivers may be held liable for incidents they did not cause and could not prevent.
The increasing rate of such unsafe skating activities on major roads is concerning. A key reason is the absence of designated skating parks in the state. However, with the ongoing transformation of the Osogbo City Stadium by His Excellency, Governor Ademola Jackson Nurudeen Adeleke, there are plans to include a proper skating arena within the facility. This development will provide a safe and structured environment for skating enthusiasts.
It's also important to note that Osun is not alone in regulating skating in public spaces. During the administration of former Lagos State Governor Babatunde Raji Fashola, similar restrictions were introduced. Skating on public roads was declared a violation of the Lagos State Traffic Law (2010), and parents were advised to caution their children against such activities.
If Lagos State, as far back as the Fashola era, recognized the dangers of unregulated skating on public roads, then the proactive steps being taken by the 8th Assembly of Osun State led by Rt. Hon. Adewale Egbedun should be seen as commendable. The aim is clear to prioritize public safety and promote responsible skating practices.
The Osun State House of Assembly deserves praise for its foresight and commitment to the well-being of the people, not criticism.
